Tuition

Fees vary widely by institution, degree level and field of study and are set individually by each public university's senate; figures above cover Bachelor's and Master's programmes. EU/EEA/Swiss citizens can also compete for tuition-free, state-funded places through the national LAMA BPO joint admissions system on the same terms as Lithuanian nationals. Most non-EU students do not have access to these free places and pay tuition from the first year, though citizens of around 15 countries (e.g. Ukraine, Georgia, Kazakhstan, the USA) can win Lithuanian State Scholarships that cover tuition plus a monthly stipend. At some universities (e.g. Mykolas Romeris University) EU and non-EU students pay identical fees; at others (e.g. Vytautas Magnus University, VILNIUS TECH) non-EU students pay a moderately higher rate, roughly EUR 150-700 more per year than EU students in the same programme. PhD studies are frequently state-funded regardless of citizenship; self-funded doctoral fees start from around EUR 8,400 per year and are not included in the range above. ^{[1] [2] [3] [4] [5] [6]}

Visa

Temporary Residence Permit (TRP) for study purposes. Full-time students at recognised Lithuanian higher education institutions apply for the TRP directly through VFS Global in their home country; a separate National Visa (D) is no longer required on this route since 1 July 2023. Non-EU nationals coming only for a short exchange or preparatory stay may instead still need a National Visa (D). — 40 hours/week (no separate statutory hour cap for holders of a residence permit for full-time studies; both EU/EEA/Swiss and non-EU students may work full time, up to a standard 40-hour week, without needing a separate work permit). ^{[7] [8] [9] [10] [11] [12]}

Applications

There is no single national deadline: each Lithuanian university runs its own admissions process and sets its own dates, and non-EU/international applicants generally face earlier cut-offs than EU/EEA applicants to allow time for document checks and the residence-permit process. For autumn-semester entry in 2026, examples include VILNIUS TECH (15 June for non-EU applicants, 1 August for EU and Ukrainian citizens), Vytautas Magnus University (non-EU/EFTA: 1 April for Master's, extended to 1 May, and 1 May for Bachelor's; EU/EFTA and visa-free countries: 1 July for both levels) and Mykolas Romeris University (non-EU: 1 January-1 June; EU/EFTA: 1 January-24 July). Language

Lithuanian. Lithuanian is the language of instruction for most Bachelor's programmes, but the country's official study portal lists more than 500 English-taught study programmes across Lithuanian universities, concentrated at Master's level and in business, engineering, IT and health sciences; VILNIUS TECH alone reports over half of its programmes taught in English. Applicants for Lithuanian-medium programmes generally need Lithuanian language proficiency; universities also offer preparatory-year programmes for students who first need to reach the required language level. ^{[17] [18]}

Health insurance

Health insurance is compulsory for all international students in Lithuania and must be arranged before arrival. EU/EEA and Swiss students are generally covered via the European Health Insurance Card (EHIC) issued by their home-country insurer. Non-EU/EFTA students must take out private health insurance valid for the whole Schengen area (or worldwide) for the entire length of their stay, covering emergency treatment, hospitalisation and repatriation; universities require proof of at least EUR 30,000 cover for a National Visa (D) application and at least EUR 10,000 cover for a Temporary Residence Permit application. Scholarships

• Lithuanian State Scholarship for Full-Time Master's Degree Studies — Lithuanian government scholarship for non-EU/EFTA citizens admitted to full-time Master's programmes at a Lithuanian higher education institution. It pays a monthly stipend of 8 Basic Social Amounts (EUR 592 in 2026) plus a grant toward study costs, transferred twice a year; 70 grants are awarded in total, including 20 reserved for Ukrainian citizens and 5 for foreign citizens of Lithuanian descent. ^[5]
• Lithuanian State Scholarship for Short-Term Studies — Lithuanian government scholarship for foreign students who remain enrolled at their home higher education institution abroad and come to Lithuania for a shorter study period on the basis of a conditional agreement with a Lithuanian institution. It pays a monthly stipend of EUR 592 for Bachelor's/Master's-level (first/second-cycle) students and EUR 1,184 for doctoral (third-cycle) students; up to 35 scholarships are awarded, capped at 5 per eligible country. ^[27]
• VILNIUS TECH Merit-Based Scholarships for International Students — Tuition scholarships awarded by VILNIUS TECH to incoming international Bachelor's and Master's applicants based on academic merit: a full tuition waiver for top applicants and partial waivers of 50% or 25% for the next tiers, awarded for the standard duration of the programme provided the student remains in good academic standing. ^[28]
• MRU Tuition Fee Waiver for Bachelor Studies — Full tuition-fee waiver awarded by Mykolas Romeris University for the entire Bachelor's degree to selected applicants from Ukraine, Southern Africa, Latin America and the Asia-Pacific region. ^[29]
